01 — Summary
A connected platform for citizens, ward officers, contractors and administrators: grievance reporting, live GIS maps, duplicate clustering and public contractor accountability.
02 — The challenge
Civic complaints in Indian cities are scattered across phone lines, complaint books and separate portals, and many disappear without any tracking.
Engineers receive many duplicate reports for the same incident, and contractor performance is hidden behind manual billing with no public accountability.
03 — Our approach
Four synchronised portals: citizen, municipal command centre, contractor dispatch and admin. Citizens report through a four-step wizard with voice description, a suggested category, GPS and photo evidence.
Officers work on a Leaflet GIS map where HDBSCAN clustering groups duplicate reports into one work order. A public contractor score combines citizen ratings, SLA timelines and field inspections.
Built for: Residents reporting local problems, ward officers triaging repairs, contractors managing job orders and commissioners watching city-wide service levels.
04 — How it works
- 01
Report an issue
Voice or text, a geo-tagged photo and a suggested category.
- 02
Pin it on the map
Each report is plotted with a severity level and locality.
- 03
Cluster duplicates
Nearby reports merge into one master ticket.
- 04
Assign a contractor
Work goes to verified contractors whose scores are public.
- 05
Verify the fix
Residents sign off on the repair photos and vote on local budgets.

05 — Build notes
- A monorepo with React 19, TypeScript, Tailwind CSS and a Vite PWA.
- Leaflet and OpenStreetMap with GeoJSON locality boundaries.
- HDBSCAN clustering in a Python/FastAPI service.
- Live air-quality data from Open-Meteo in the community hub.
- Offline complaint drafting in English, Hindi and Gujarati.

06 — Why it matters
It treats civic repair as a shared, visible process between residents and the city, rather than a complaint that disappears.
